These are Aliens, Watchers. Some alien spacecraft come from the ocean, some from other spaces just "jump" into the atmosphere. These days, they massively control military bases with biological, chemical and atomic weapons, oversee atomic power plants and factories of weapons of mass destruction. All these drones are not theirs, but human-made drones, maybe military and civilian drones that are trying to shoot them down. They don't attack people unless people attack them, and if people have a grain of sense, they won't do that, but if they attack Watcher spacecraft, people will die and suffer. I note: if the army attacks them, the army will suffer and that is the experience of the military pilots of the former Yugoslavia. If there is a fight with aliens, the state will declare a state of emergency
